Physicist Stephen Hawking visits LA stem cell lab

LOS ANGELES (AP) ? Stephen Hawking toured a stem cell laboratory Tuesday where scientists are studying ways to slow the progression of Lou Gehrig's disease, a neurological disorder that has left the British cosmologist almost completely paralyzed.

After the visit, the 71-year-old Hawking urged doctors, nurses and staff at Cedars-Sinai Medical Center to support the research.

Hawking recalled how he became depressed when he was diagnosed with the disease 50 years ago and initially didn't see a point in finishing his doctorate. But his attitude changed when his condition didn't progress quickly and he was able to concentrate on his studies.

"Every new day became a bonus," he told a packed room.

Cedars-Sinai received nearly $18 million last year from California's taxpayer-funded stem cell institute to study the debilitating disease also known as amyotrophic lateral sclerosis. ALS attacks nerve cells in the brain and spinal cord that control the muscles. People gradually have more and more trouble breathing and moving as muscles weaken and waste away.

There's no cure and no way to reverse the disease's progression. Few people with ALS live longer than a decade.

Diagnosed at age 21 while a student at Cambridge University, Hawking has survived longer than most. He receives around-the-clock care, can only communicate by twitching his cheek, and relies on a computer mounted to his wheelchair to convey his thoughts in a distinctive robotic monotone.

A Cedars-Sinai patient who was Hawking's former student spurred doctors to invite the physicist to glimpse their stem cell work.

"We decided it was a great opportunity for him to see the labs and for us to speak to one of the preeminent scientists in the world," said Dr. Robert Baloh, who heads the hospital's ALS program.

During the tour, Hawking viewed microscopic stem cells through a projector screen and asked questions about the research, Baloh said.

Cedar-Sinai scientists have focused on engineering stem cells to make a protein in hopes of preventing nerve cells from dying. The experiment so far has been done in rats. Baloh said he hopes to get governmental approval to test it in humans, which would be needed before any therapy can be approved.

Renowned for his work on black holes and the origins of the universe, Hawking is famous for bringing esoteric physics concepts to the masses through his best-selling books including "A Brief History of Time," which sold more than 10 million copies worldwide. Hawking titled his speech to Cedars-Sinai employees "A Brief History of Mine."

Despite his diagnosis, Hawking has remained active. In 2007, he floated like an astronaut on an aircraft that creates weightlessness by making parabolic dives.

Space exploration is important "for the future of humanity," he told the audience.

Hawking said he did not think Earthlings would survive "without escaping beyond your fragile planet."

And he gave some advice: Look up at the stars. Stay curious.

"However difficult life may seem, there is always something you can do and succeed at," he said.

Doctors don't know why some people with Lou Gehrig's disease fare better than others. Baloh said he has treated patients who lived for 10 years or more.

"But 50 years is unusual, to say the least," he said.

Xiaomi Phone 2S and 2A announced, bringing MIUI v5 and Krait 300 together

After selling 7.19 million phones in China last year, Xiaomi is now one step closer to world domination with a new device that'll take it to new territories: the Xiaomi Phone 2S (or MI-2S). As the name and look (pictured left) suggest, this is pretty much the same device as the 4.3-inch Xiaomi Phone 2, except it comes with Qualcomm's newer Snapdragon 600 quad-core chip clocked at 1.7GHz, plus a beefed up camera of 13-megapixel resolution (with F2.2 aperture) on the 32GB model. The 16GB 2S, on the other hand, gets the same old 8-megapixel F2.0 imager. The rest of the hardware is the same old: 2GB RAM, 2,000mAH removable battery, 720p IPS display, dual-mic noise cancellation, 2-megapixel front-facing camera and WCDMA 850/1900/2100MHz radio (there's also a CDMA version for China Telecom).

Unlike the previous launch, the 16GB flavor of this phone is already in stock on the day of announcement and is ready for purchase in China today for ¥1,999 or about $320 unsubsidized. Actually, strike that -- apparently the first lot of 200,000 units promptly sold out (likely no thanks to scalpers). Luckily, Xiaomi is finally tapping into the Hong Kong market via its xiaomi.hk website starting April 23rd, so chances are genuine buyers in Hong Kong won't have to compete against the machines from mainland China; and Taiwan customers will also be able to buy a 2S from either local carrier Far Eastone towards the end of this month, or from xiaomi.tw starting next month. No word on the availability of the 32GB model just yet, but it's already priced at ¥2,299 or about $370 unsubsidized.

Student charged in college stabbings

CYPRESS, Texas (AP) ? A student who told police he'd fantasized for years about stabbing people to death was charged Tuesday with carrying out a building-to-building attack at a Texas community college that wounded at least 14 people, many of whom were stabbed in the face and neck, authorities said.

The Harris County Sheriff's Office said in a statement that 20-year-old Dylan Quick used a razor-type knife, and that he told investigators he'd been planning the attack at the suburban Houston campus for some time. Two people remained in critical condition late Tuesday.

Pieces of the blade were found in at least one victim, according to the sheriff's office. Broken blade pieces also were found in the area where the stabbing occurred on the Lone Star Community College campus in Cypress, and the handle was discovered in a backpack that Quick was carrying when he was arrested.

Quick was charged Tuesday night with three counts of aggravated assault. It wasn't immediately clear if additional charges would be filed, though he is scheduled to make his first court appearance Thursday.

Authorities were seen entering Quick's parents' home in a middle-class neighborhood of Houston late Tuesday. No one answered the door or the phone at the red brick house, where two vehicles were parked in the driveway, including a Honda Accord with a license plate that said "DYLAN." It was not immediately known if Quick had an attorney.

"I can't imagine what would have happened to that young man to make him do something like this. He is very normal," said Magdalena Lopez, 48, who has lived across the street from the Quick family for 15 years.

Quick, she said, would always say hi to her and her family when she would see him outside taking out the trash or working on his family's front lawn. Quick is deaf, she said, and a street sign, "Deaf Child In Area," was posted on the block of brick, ranch-style homes warning drivers of his condition.

"I can't believe he would do it," Lopez said.

The stabbing spree began around 11:20 a.m., and students described a bloody scene.

Diante Cotton, 20, said he was sitting in a cafeteria with some friends when a girl clutching her neck walked in, yelling: "He's stabbing people! He's stabbing people!"

Cotton said he could not see the girl's injuries, but when he and his friends went outside, they saw a half-dozen people with injuries to their faces and necks being loaded into ambulances and medical helicopters.

Michelle Alvarez told the Houston Chronicle that she saw the attacker running toward other students and tried to back away. She said she didn't even feel it as he swiped at her.

"He came running and swinging at my neck, as I tried to get out of the way," she said.

Harris County Sherriff Adrian Garcia said that when emergency calls came into the department, there were indications that "students or faculty were actively responding to work to subdue this individual."

"So we're proud of those folks, but we're glad no one else is injured any more severely than they are," Garcia said.

Media and police swarmed the quiet neighborhood about 10 miles from the campus after the attack. Some neighbors described him as quiet, and noted that he didn't appear to have many friends, staying indoors most of the time unless his parents were outside working in the yard.

Michael Lincoln, who lives next door to the Quick family, described the suspect as friendly.

"If he's outside, he speaks to me, 'Hey neighbor, how you doing?'" Lincoln said.

He added that Quick had never been aggressive, which makes the accusations against him shocking.

"He stayed inside most of the time unless they were doing yard work," he said.

Elva Garcia, 46, who lives two houses down from the Quicks, described him as a nice young man who stayed out of trouble and only came outside with his parents. She saw him, she said, just this past weekend, working with his parents in the front yard.

"We can't even believe it. What motive would he have?" Garcia said.

The attack came three months after a different Lone Star campus was the site of a shooting in which two people were hurt. The suspected gunman in that incident is charged with aggravated assault.

Samsung T159 (T-Mobile)


Plenty of T-Mobile users recently had reason to rejoice when the carrier unveiled its long-awaited iPhone. But not everyone needs a phone as powerful as that. There's still a market for simple flip phones, and the $19.99 Samsung T159 is there for anyone who's looking for a phone to just make calls. It's simple to use, with a large number pad and good call quality. But the camera is poor, there are few other features, and the phone ultimately costs a little more than it probably should. It's a decent option if you want something simple, but you don't have to look too hard to find something better.

Design and Call Quality
The Samsung T159 measures 3.8 by 1.9 by 0.6 inches (HWD) and weighs just 2.9 ounces. It's made entirely of black plastic with a lightly textured finish on the back panel. There's a volume rocker on the left, and a Camera button on the right, below the covered power/nonstandard headphone jack. The black-and-white 1.07-inch external display shows the time, date, reception, and battery life at a glance, and will show the name or number for incoming calls, but it only stays illuminated for a few seconds before turning off.

The internal 1.8-inch display features 160-by-128-pixel resolution. It's very small, and there's no way to change the font size, but at least the default is readable. The number pad below is better. The keys are large and backlit, though there isn't much separation. Still, they're big enough that you probably won't press the wrong button. Above the number keys is a simple directional pad with a Select button in the middle.

The T159 is a quad-band (850/900/1800/1900 MHz) GSM device that runs on T-Mobile's HSPA 7.2 network (there's no Wi-Fi support). Reception is good and call quality is above average. Voices sound very full and clear in the phone's earpiece. Calls made with the phone are also quite good, with solid background noise cancellation. The speakerphone sounds clear but a bit thin, and is loud enough to hear in the car, but not outside. The T159 had no trouble pairing with my Jawbone Era?Bluetooth headset, and the Nuance-powered voice dialing app worked well. Battery life was a little short, at 5 hours and 33 minutes of talk time.

T-Mobile's new contract-free plans start at $50 per month, which gets you all the talk and texts you want, along with 500MB of high-speed (3G) data per month, after which your speeds are slowed to 2G. $60 gets you 2GB of high-speed data, while $70 gets you unlimited high-speed data. These are excellent rates compared to competitors like AT&T and Verizon. On the other hand, you're paying for all that data on a phone that just can't do much with it. If all you want is a simple phone to make calls, you can save $10 per month and still get unlimited talk and text with a phone on Virgin Mobile.

And while the T159 costs just $19.99 up front, you have to pay a $3 monthly fee for 24 months, which works out to a total $91.99. You can also pay for the whole thing up front and avoid the monthly surcharge. But really, a phone like this should be free.

Apps, Multimedia, and Conclusions
The UI is responsive and easy to navigate, though some functions can be hard to find. The home screen is mostly blank, aside from links to the main menu and Web browser. The main menu features nine different shortcuts, which link you to your contacts, messages, settings, and a T-Mobile app store.

There are no email or IM clients, though you can still access email through the Access NetFront 4.2 browser for WAP pages. But the phone's screen is so small, and the browser is so outdated, that trying to surf the Web feels like more trouble than it's worth. For text messages, you'll need to type out letters using the number keys, which is always a pain, but at least the number keys are big and easy to press. The T159 displays messages individually, or threaded, in the style of a conversation.

There's no microSD card slot, but you get about 100MB of free storage, which is more than enough, since there isn't much you can store. Multimedia support is virtually nonexistent, as there are no music or video players.

You do get a 1.3-megapixel camera, which you can access by pressing the Camera button on the right side of the phone. Images look dark and grainy, especially those taken indoors. Videos max out at a tiny, blurry 320 by 240 pixels, and you can only record 30 seconds at a time, not that you'd want more.

The Samsung T159 doesn't try to reinvent the wheel. But in a world filled with seemingly space-age smartphones, sometimes something old and familiar can be comforting, which is the case with the T159. But it's not hard to find better options. The keyboarded Samsung Gravity TXT?is a better choice if you like texting, and if you're interested in functions beyond just making calls, you're better off with a smartphone. Phones like the HTC One S?or HTC Windows Phone 8X?cost a lot more than the T159 overall, but you're still paying the same monthly service fees, and you're getting a phone that can do a whole lot more.

The last big immigration amnesty in the United States took place in 1986. As the US considers immigration reform, the Monitor examines the costs and benefits of that decision -- and catches up with some of the almost 3 million people it affected.

?Amnesty? has the same root as ?amnesia.? The idea is to forget if not forgive. Amnesty moves people outside the law inside it ? while usually staying silent on whether it was right or wrong to break the law in the first place. The first recorded amnesty, granted by the Greek general Thrasybulus in the 5th century BC, aimed to erase the memory of Spartan rule and allow Athenian democracy to flourish.

Amnesties are more about practicality than principle. They are used to get beyond a divisive issue, recognizing that onetime foes must live together in the future ? the Great Rebellion in Britain in 1660, the American Civil War. Vietnam draft resisters were granted amnesty by President Carter in 1977. The war was over. The draft had been abolished. It was time to move on.

Erin Siegal?s Monitor cover story examines President Reagan?s 1986 amnesty of illegal immigrants, looking for successes, failures, and precedents as Congress considers a new amnesty. The law provided a pathway to citizenship for nearly 3 million people over the past quarter century. In Erin?s report, you?ll meet some of them.

The amnesty of ?86 came and went without a change in the conditions that contributed to illegal immigration. The 2,000-mile-long US-Mexican border remained easily breached; economic opportunity in the United States remained much better than in Latin America; and US employers faced few repercussions if they hired undocumented workers.?

Since the turn of the century, however, border security has tightened significantly and employment verification has increased through programs like E-Verify. More important, economic doldrums in the US and brightening prospects in Latin America have changed the psychology of border crossers (see Sara Miller Llana?s April 9, 2012, Monitor Weekly cover story). Illegal entries today are one-fifth what they were in 2000.?

Still, 11 million people are living and working in the US in violation of the law. Their ability to move beyond entry-level jobs is constrained. They are unable to tap into programs they help fund, including Social Security and Medicare. They are part of the economy, part of society, but confined to the shadows.?

By every measurement ? economic activity, wage competition with American workers, criminal-justice cases, cost to taxpayers ? the impact of illegal immigration is neutral or close to neutral. It has benefits and costs. Nor is there conclusive evidence that illegal immigrants are more likely than the general population to commit crimes, according to the Center for Immigration Studies, a group that supports a crackdown on illegal immigration. Studies by researchers at Northeastern University and the University of California, Irvine, in fact, indicate that border communities in the US actually have lower crime rates than the national average.

So the debate about amnesty usually comes down to the principle of the thing. Those entering the country illegally broke the law and jumped the line. Should that be rewarded? Does amnesty create the expectation of future amnesty? Economic trends can always reverse, after all, and motivated people can always defeat borders, especially if they know the country whose laws they broke will eventually look the other way.

Granting amnesty is not an easy decision. It may not be a permanent fix. It hinges on whether a nation of immigrants should forget how 11 million new immigrants entered the country ? in the interests of letting them, and the nation, move on.

Loan info from GEFA contradicts City - Valdosta Daily Times

VALDOSTA ? Current loan history for the City of Valdosta from the Georgia Environmental Finance Authority (GEFA) directly contradicts information recently presented to the public by the City, and shows an active GEFA loan of more than $11 million, which was not previously released.

According to Deputy City Manager of Administration Mark Barber, a loan coded 92003SW (SW indicating the loan is purposed for ?solid waste? projects) was split into two parts, $1 million paid off earlier and a $250,000 portion of it paid off in March.

The Comprehensive Annual Financial Report (CAFR) for the 2012 fiscal year, which Barber developed and delivered to the City Council March 21 shows 92003SW maintaining a balance of $34,984 in June of 2012, and Barber removed the loan from the spreadsheet before giving it to the Times, which appeared in Monday?s edition as well as today, saying it had been paid off.

The CAFR also mentions on page 67 that the balance for a loan coded 2006-L53WJPHII was $2,823,855 in June 2012, and that ?additional draws are pending,? but does not go into detail about how much remains to be disbursed. A chart on the same page shows loan totals and payment periods over which the loans are due.

Information on these loans from GEFA is not consistent with the CAFR in these cases.

The City of Valdosta has applied to draw loan money from the organization for 26 years, starting with a water quality (WQ) loan in the amount of $1 million, with an execution date (the date the official paperwork was signed) of January 1987. The interest rate for that loan was 6 percent, and the money was used for ?sewer plant improvements,? according to GEFA.

A second loan was taken out in October 1991 in the amount of $2 million for a water supply (WS) issue, which was spent on a ?water plant and water lines,? according to GEFA. The interest rate on this loan was 6.7 percent.

As of March 31, 2013, these two loans are the only loans out of 10 that have been paid off completely. The City still owes an outstanding principal balance of $22,193.95 on the 92003SW loan, which was not split into two parts.

However, a loan coded 2006L53WJ (for ?water-joint,? indicating a joint water and wastewater project), shows an execution date of December 2007 for an award in the amount of $24,097,000. This loan was split into two parts, its counterpart named 2006L53WJB (as in ?loan B? under the same code).

A portion in the amount of $7,410,611.20 was broken from the original award to allow the City to begin the repayment period, leaving the remaining WJB portion of $16,686,388.80 available for spending, according to GEFA.

Repayment periods normally do not begin until construction for the intended project has ended or the loan completely spent, said GEFA Public Affairs Director Shane Hix, but during this period, the loan will accrue construction interest.

There remains $11,316,776.41 to be disbursed to the City from the WJB loan, according to GEFA. Both the WJ and WJB loans are intended to fund nine rehabilitation projects, including a two-million-gallon water storage tank, water mains, service lines, lift stations and fire protection.

In addition to these inconsistencies between City and GEFA records, four loan amounts listed in the FY2012 CAFR do not match the loan amounts in GEFA documents.

The WS loan for $2 million is listed in the CAFR as $2,228,600; the WJ loan of more than $7.4 million is listed as $7,553,410; a loan coded DW97036P (DW for ?drinking water? issues) in the amount of $4.8 million is listed as $4,288,164; and a fourth loan coded CW08003ARRA (CW short for ?Clean Water State Revolving Fund?) in the amount of $6 million is listed as $6,142,659.

The CW loan (also coded ARRA for ?American Recovery and Reinvestment Act?) was originally taken out in the amount of $10 million, but $4 million of that original amount was forgiven, according to GEFA.

The remaining five loan accounts printed in the City?s CAFR perfectly match repayment amounts and dates of maturity listed in GEFA records. However, the loan amount listed in the CAFR for the DW loan does not match the spreadsheet given to the Times, which lists the loan at $2,351.80 less.

Loan SW was drawn to construct a recovery facility and equipment for recyclable materials; the four CW loans, including CW08003ARRA, were intended to increase the capacity of the Mud Creek Wastewater Treatment Plant from 3.2 million gallons per day (MGD) to 5.7 MGD and to improve the sewer system; and the DW loan was intended for the replacement of 30 miles of undersized galvanized steel water mains with a minimum of six-inch diameter PVC lines.

Loans from GEFA are set up for automatic withdrawal during their repayment periods, Hix said. It is not possible for communities with GEFA debt not to reach complete payment.

Hix mentioned ?nothing out of the ordinary? has happened in the City?s relationship with GEFA, that the City?s ?financial audits are in good shape,? and that Valdosta is ?one of our better customers.?

He could not answer as to why the City?s accounting of the loans and information provided to the public is inconsistent with the official records kept by GEFA.

Reuters: Media exec Peter Chernin bid $500 million for Hulu

Since the sun came up today it must mean that Hulu is up for sale, again. The latest extension to the sale rumors for the video streaming site is one from Reuters citing anonymous sources that indicates Peter Chernin, a former News Corp exec and Hulu board member has submitted a $500 million bid. There's no word on how big a stake he'd be interested in taking, but that's significantly lower than the reported $1.9 - $4 billion bids received from Dish and Google when the site was up for sale back in 2011. Of cours,e any sale price may vary on whether or not the acquisition come content included, but either way, we'd expect a few more possibilites to pop up before something (or nothing, like last time) happens. Of course, Peter Chernin was one of the folks pushing for a shorter theater to home release window and more TV on the Xbox, both of which have come to fruition in one form or another -- maybe he can make a deal happen.

Wells Fargo downgraded National American University Holdings (NASDAQ: NAUH) from Outperform to Market Perform with a price target of $3.75 to $4.25 from $5.50 to $6.50.

"Several near-term trends continue to give us pause," said analyst Trace A. Urdan. "The university continues to trade down in enrollment quality, with its share of nursing students declining in favor of allied health students and bachelor?s students in favor of associate students. In addition, the company?s campus-based enrollment continues to contract even as online enrollment grows at double-digit rates. All of these trends, we believe, are contributing to NAU?s declining persistence rates.

White House criticizes ban on Chinese tech products

The White House on Friday came out against a new law restricting government purchases of Chinese technology systems.

The restriction was part of a temporary government funding measure that President Obama signed last week.?

"The undefined terms of this provision will make implementation challenging," White House spokeswoman Caitlin Hayden said in an email.

"It could prove highly disruptive without significantly enhancing the affected agencies? cybersecurity. While the Administration has raised concerns about the cyber threats emanating from China, resolving this issue requires open dialogue between the U.S. and China," she added.

Hayden said the administration plans to work with Congress to revise the provision as part of the 2014 appropriations process.

A coalition of U.S. business groups also announced their opposition to the provision in a letter earlier this week. The groups warned that the law could hamper the ability of agencies to buy new computer systems and could prompt China or other countries to adopt their own restrictions targeting U.S. companies.

The provision, which was backed by Rep. Frank Wolf (R-Va.), bars select federal agencies from buying information technology that has been "produced, manufactured or assembled" by companies with ties to the Chinese government unless the FBI or a similar agency first determines the purchase would be in the national interest.?

The restriction covers NASA, the National Science Foundation and the Commerce and Justice departments.

U.S. lawmakers have expressed concern that the Chinese government could use the equipment of Chinese businesses to tap into U.S. communications networks and spy on people in the United States. In particular, lawmakers have accused Chinese telecom equipment makers Huawei and ZTE of posing a threat to U.S. national security.

David Fagan, an attorney who works on cybersecurity issues for the firm Covington & Burling, said the provision restricting Chinese technology is vague, and it is unclear how agencies would be expected to comply with it.?

He said devices such as iPhones, which are assembled in China, could potentially fall under the law's restrictions, although he noted that was likely not the intent of lawmakers.

"We just don't know how broad it is," he said.

Martin Luther King, Jr. rallied a large crowd of sanitation workers. It was the same location where King would later deliver his famous "Mountaintop" speech.

Richard Copley was just 22 when he got his first paid job as a photographer. But that assignment propelled him into one of the most significant historical events of the 20th century -- and his career.

?I had no idea what I was stepping into,? he told NBCNews.com during his first media interview from his home in Fisherville, Tenn. ?I guess the biggest story of my life and ironically the first.?

As the photographer for the American Federation of State, County, and Municipal Employees (AFSCME) union, Copley was initially asked to attend the Rev. Martin Luther King Jr.?s March 18, 1968, speech in Memphis, Tenn., (pictured above) where the civil rights leader spoke to thousands of sanitation workers who were fighting for better pay and improved safety standards after two Memphis garbage collectors were crushed to death by their truck?s trash compactor.

The most famous of Richard Copley's sanitation strike photos featured the iconic "I Am a Man" posters carried by striking members of Memphis Local 1733 during the march led by Dr. Martin Luther King Jr. on March 28, 1968.

King promised to come back and lead a protest across the city, and on March 28, he did. At the march Copley captured what is now his most famous image: the sea of signs reading, ?I Am a Man.? It didn?t take long, however, for things to turn violent.

?You could hear the glass breaking.? I knew all hell was breaking loose. I will have to say it was exhilarating and terrifying all at once,? said Copley, who got pepper-sprayed during the event.?

The National Guard arrived in Memphis on March 29, 1968, after the sanitation workers' strike turned violent.

King was quickly pulled out of the protest as the violence escalated, and the next day the National Guard showed up.

?It was frightening ? it looked like a war zone. It was just a show of force, obviously, and ... in my mind it was overreaching. But on the other hand you have to consider the time ? it was 1968, and there had been riots in other cities, so I?m sure the 'powers that be' thought it was necessary,? Copley said.

During the peaceful march held on March 29, Copley shot the image that would become his favorite, the one he called ?Dignity?: a photo of two men holding poster boards in their best Sunday attire.

That combo of their formal dress and ?the stern looks on their faces? has always stood out in Copley?s mind, he said. ?

King returned to Memphis on April 3 and was assassinated the following day from the balcony?of the Lorraine Motel.?

Now, 45 years later, the 67-year-old photographer still has a camera in his hand. Now, though, instead of a 35mm, he shoots video in 1080i HD. As a freelance photographer, his work has appeared on several network news broadcasts, including "Nightly News with Brian Williams." ?

Although he has covered several major events such as 9/11 and Hurricane Katrina, Copley says his most memorable assignment was in Memphis in 1968.

??What these men did was incredible,? he said. ?They were courageous. This was 1968, ? and to do what they did makes them heroes.??

Richard Copley?s photography is currently being featured at the National Civil Rights Museum?in Memphis, Tenn. The exhibit will be moved to Memphis City Hall later this month.?
